This is the Emancipation Statute on Capitol Hill in DC and it’s a disgrace to the city and the community to allow this. Being that this is among multi million dollar homes you’d think somebody in the community would complain about this. And judging from the growth of the weeds it’s been a while since anyone has checked on this location which is beyond sad
